This session on Financing for Development focused on the outcomes of the Monterrey Conference and on some of the problems in financing development in Africa.

The moderator, Mr. Arjun Karki of Rural Reconstruction Nepal, talked about the Monterrey Conference, saying that in his opinion the outcomes did not match his expectations.

Mr. Taoufiq Ben Abdallah, from ENDA Tiers-Monde (Third World), added that he believed that not only NGOs but participating states were disappointed in the conference. He felt that few solutions or actions were found for the key problems of debt, long-term assistance and economic reforms.

Mr. Déo Hakizimana, from the Independent Center of Research and Initiatives for Dialogue, spoke about some of the obstacles to development in Africa, noting that the most recent problem had just been covered in a Swiss newspaper. The Tribune de Genève reported that some African delegates were not given visas to come to the World Civil Society Forum (WCSF). Mr. Hakizimana concluded with a call to Africans to act now and to look for opportunities at the WCSF.

Discussion
The responses of the participants focused mainly on the economic architecture of the world today and the difficulties faced by many African nations. One observed that relatively little money is being mobilized for development, and another commented that the poor are getting poorer and the rich richer. Another speaker from the floor asked, "How long are we going to stay behind, when everyone is developing?"

Conclusion
In the end, Mr. Hakizimana urged participants to make strategic alliances among developing countries, especially African countries, in order to mobilize human and financial resources for development.
